COMPARISON

Boulder-Specific Considerations

  • Wildfire Mitigation: If you live in a Wildfire Zone (particularly in West Boulder or unincorporated Boulder County), you may be restricted from using combustible wood fences within the Home Ignition Zone. Non-combustible materials like aluminum or fiber-cement composites are safer or code-required for homes in these high-risk perimeters. [1, 2]

  • High Altitude UV & Weather: Boulder's high-altitude sun is 20% more intense than at sea level, which will rapidly degrade cheap materials. Opt for high-quality, UV-inhibited vinyl or co-extruded composite. Boulder's frequent heavy, wet spring snows can snap weak panels, making composite and aluminum highly wind- and snow-resistant. [1, 2, 3, 4, 5]

  • Local Permits & Codes: Inside the City of Boulder, fences under 7 feet generally do not require a building permit. However, specific zoning restrictions cap the maximum area of solid fencing, and properties in historic districts require a landmark alteration certificate. Review the City of Boulder Fence Guide before starting. [1, 2, 3]

Your Boulder Address is nOT currently WITHIN THE HIGH RISK fire mitigation Strategy AREA

See More Online — of the Wildland Urban Interface (WUI) PDF Update here /or/ the Wildland Urban Interface Code here

According to publically available records, City of Boulder - City Council Agenda - Meeting Notes dated April 17, 2025, a map and details intended to reduce the risk of potential fire is now available for assistance with requirements around planning landscape and construction.

Your Boulder address is in a grey area (which is unclassified as either 1- 3 of the designated tiers) for fire-wise appropriate landscape and construction. See the requirements below for reference.

Your HOA Guidelines for “Kalmia Meadows”

Kalmia Meadows HOA Guidelines PDF

1) Your HOA guidelines currently do not list a maximum fence height as a guideline. While a typical fence height is around 6ft, you could consider a 7 or 8 foot privacy fence. If so, please follow your HOA instructions (click link above) to be in compliance with your ‘good neighbor policy’ — which simply requests that you inform your immediate neighbors before submitting your design for approval. And, see COB (City of Boulder) fence height guidelines - which include applying for a permit above 6ft.

Property Boundary Lines / Reqs

1) Do we need a survey?

MAYBE — The GIS map online confirms that 2179 Kincaid Place sits on an irregular cul-de-sac lot within the Kalmia Meadows subdivision.

Because you are building a fence, locating your exact physical property lines is vital. County GIS maps can be digitally offset by several feet, meaning a fence built solely using this screen image could accidentally encroach on your neighbor's yard.

STEP 1: FIND THE PHYSICAL PROPERTY PINS

Instead of guessing from the map, find the permanent metal stakes (property pins) buried at the corners of your lot: [1]

  1. Look closely at the GIS map. Your lot has six corner points (including the curved front facing Kalmia Circle).

  2. Rent or buy a metal detector.

  3. Scan the ground roughly 6 to 12 inches below the surface at those corner intersections. You are listening for iron pins or rebar capped with plastic, which were driven into the ground when Kalmia Meadows was surveyed. [1, 2]

STEP 2: REVIEW BOULDER FENCE CODES

Check the City of Boulder Fence and Retaining Wall Guide for any guidelines. [1]

Regulations For City of Boulder there is No building permit required if the fence is 7 feet tall or under. (Note: Ensure you aren't in a mapped wetland/floodplain layer, which would require a specific environmental permit).

Sidewalk Setback The fence must be located at least 18 inches back from any public sidewalk.

Wind & Solidity Limits Boulder limits the maximum area of solid fencing material between posts to 30 square feet (unless structurally engineered for high mountain winds).

Building on the Line Fences placed directly on a shared property line require a notarized agreement with your neighbor, recorded with the Boulder County Clerk. To avoid this, most homeowners build 6 inches inside their own line.

STEP 3: CHECK FOR EASEMENTS

Before digging, check for utility easements. On your screen, look at the left sidebar menu. Click the checkbox next to Zoning and Overlays or click the View Property Report link in your pop-up window. This report will tell you if utility lines run along your side or rear lot lines. You cannot block a city easement. [1, 2]

Always call 811 (Colorado Fastgrout/Dig Safely) before digging fence post holes to ensure you do not strike buried gas or electric lines.

Would you like me to guide you on how to calculate the 30-square-foot solid panel limit based on the fence height and post spacing you want to use?

Where is the setback / easement to Your property?

Setback limits exist for the Kalmia Meadows subdivision in North Boulder, CO. Because the neighborhood lies within city limits, it is governed by the City of Boulder's municipal zoning code.

Because setbacks vary depending on your exact zoning district (e.g., SFR or LRE), specific lot size, and original subdivision platting, standard setbacks typically include: [1, 2, 3]

  • Front Yard: Usually 15 to 25 feet.

  • Rear Yard: Typically 15 to 20 feet.

  • Side Yard: Usually 5 to 7.5 feet.

To get the exact setback measurements for your specific property, you can use the City of Boulder Zoning page or contact the city's Planning and Development Services directly.

When Is A Permit Needed
